What are the changes?

Victoria’s new Mid‑Rise Code (Clause 57) is now in effect — and it represents one of the most significant shifts in residential sustainability requirements since the introduction of BESS. While the Code is primarily a built‑form control, its structure embeds sustainability outcomes directly into the planning framework for 4–6 storey residential buildings. This Code has significant implications for how mid‑rise projects must be designed, documented, and justified.

Which part of Clause 57 addresses sustainability?

Clause 57.05 outlines four key sustainability standards that apply to mid‑rise developments of 4–6 storeys (excluding high-rise apartments). Applicants are required to demonstrate compliance with these standards, or otherwise provide an alternative design response that meets the same objectives in line with the decision guidelines.

What does Clause 57.05 (Sustainability) require?

There are 4 key sustainability categories covered by Clause 57.05 and they require the following matters to be addressed:

  • Permeability & Stormwater Management (Standard E5‑1)
    • Ensures that at least 20% of the site is permeable and that stormwater runoff is managed effectively by incorporating WSUD measures such as rainwater reuse, raingardens and permeable surfaces, supported where necessary by modelling tools like Blue Factor or MUSIC.
  • Waste & Recycling (Standard E5‑2)
    • Preparation of a Waste Management Plant that ensures dwellings are designed to support effective waste separation and recycling by providing accessible, appropriately sized facilities for organics, general waste, and mixed and glass recycling, while minimising impacts on residential amenity through well‑designed and well‑managed waste areas.
  • Noise Impacts (Standard E5‑3)
    • Addresses the placement and treatment of mechanical equipment to minimize noise impacts on residents wellbeing.
  • Energy Efficiency (Standard E5‑4)
    • Requires buildings to demonstrate energy‑efficient design through appropriate orientation, shading and natural ventilation, reducing reliance on mechanical systems and improving thermal performance, demonstrated through preliminary NatHERS assessments.
